Dr. David Wen

president
 

Dr. David Wen is the Chairman of ITU-T Focus Group on Digital Currency including Digital Fiat Currency. He is also the co-founder and Chief Scientist of eCurrency. After obtaining his Ph.D from Oxford University, he has worked atNTT Communication Science Laboratory in Japan, before appointed the youngest Associate Professor in Tokyo Science University. When visiting Stanford University as a visiting professor, he decided to apply his research to build solution for challenging and impactful ventures in the real world. He started as a security architect at ActivCard (now HID Global) and was responsible for the design of the Identity Management Solution for the Department of Defense’s Common Access Card (CAC) program. He went on to become the product manager, program manager and Chief Scientist at Fortune 500 companies such as Dell and SAIC, managing the deployment of US Federal Government’s Personal Identification and Verification (PIV) program at NASA, DHS, FDA.  He is one of the main contributors who enabled the most advanced Digital Identity Management solution for the entire US government by the 2008 deadline set by President George Bush in HSPD-12. In September 2011, he co-founded eCurrency Mint Ltd, applying his extensive experience building nation wide security program to the solution of a Central Bank Issued Digital Currency. He helped coin the term Digital Fiat Currency working as the US expert to ISO Technical Committee 68 (SC 2) for digital currency security, and led the establishment of the ITU-T Focus Group on Digital Fiat Currency, working with central banks and telecom regulators from the over 27 developing countries. He is also the founder of Digital Fiat Currency Institute, and one of China’s “Thousand Talent” award winner.

Carolyn McMahon

Acting Executive Director
 

Carolyn McMahon is strategist and researcher, with CHM Impact Consulting, working at the intersection of consumer financial health, fintech, payments, and policy.  For the Digital Fiat Currency Institute, she serves as Acting Executive Director and oversees global policy & standards. Carolyn also serves as Rapporteur for the ITU FG DFC Working Group: Regulatory Requirements & Economic Impacts. Her practice leverages human-centered design and qualitative data analysis to inform strategic institutional decision-making and learning.  Select collaborations and include The Financial Inclusion Global Initiative (FIGI) with Glenbrook Partners, The Bill & Melinda Gates Foundation, World Bank Group, the ITU, and the Bank for International Settlements CPMI, and the ITU’s Focus Groups on Digital Financial Services & Digital Fiat Currency. 

 Previously, Carolyn worked with global financial regulators at the Fletcher Leadership Program for Financial Inclusion and as an Innovation Strategist for Commonwealth, where she led the organization’s work on mobile financial technology for underserved Americans. Carolyn holds a Master’s degree in Development Economics and International Negotiation from the Fletcher School at Tufts University and a B.A. in Peace and Conflict Studies from the University of California, Berkeley.

于丽娜女士毕业于北京大学,美国悦海国际传媒(pacific view media)创始人&CEO、《硅谷时报》(Silicon Valley Times)主编、《硅谷领航者》(SV VISIONARIES)栏目策划及主持人。她在传媒和公关界领域有超过15年以上工作经验。曾任中国境内著名新闻机构主持人、专栏作家,先后主持和策划了几档大受欢迎的电视节目和广播节目。她曾受邀请出版了4部人文地理类图书及2部人物传记类图书,获多国机构驻华大使、官方负责人以及中国国家级行业领导人物作序推荐,并被中国境内数十家主流媒体报道。她连续10年以上发表采访报道、出版物、专栏文章等达数百万字。同时,她还是美国旧金山硅谷首位职业中国版权图书出版人,由其策划即将出版的有:美国华裔科学家、著名投资人、企业家余国良博士首部中文著作(余国良被美国商业周刊(Business Week)评为最有影响力的海龟(The Most Influential Sea Turtles)之一);美国生物医药科学家Jerry Shen博士科普著作;美国某华裔企业家成功创业历程著作等。 

Ms. Yu Lina has graduated from Peking University. She is the founder & CEO of Pacific View Media, editor-in-chief of Silicon Valley Times, director & host of SV VISIONARIES. She has more than 15 years of work experience in the media and public relations industry. She has served as the host and columnist of famous news organization in China, and has hosted and directed several very popular TV shows and Radio shows. She has been invited to write four books on human geography and 2 books on biographies. Her books has been recommended by several ambassadors, official leaders and industry leaders in China, and been promoted by dozens of mainstream media in China. She has published millions of words in news interview, publications, and columns for more than 10 years. At the same time, she is the first professional Chinese copyright book publisher in Silicon Valley and San Francisco in USA. The book that she has published & will publish: The first Chinese book written by Dr. Yu Guoliang, a Chinese American Scientist, famous investor and entrepreneur(

Guoliang Yu was named one of the Most Influential Sea Turtles by American Business Week.), books of Chinese biomedical scientist Dr. Jerry Shen, and the entrepreneurial story about a successful Chinese entrepreneur.

Rohan Grey

Director of Research
 

Rohan Grey is Research Director of the Digital Fiat Currency Institute, President of the Modern Money Network, and a Teaching Fellow with the Clarke Business Law Institute’s Program on the Law and Regulation of Financial Institutions and Markets at Cornell Law School. He is also a Director of the Law Money Initiative, a Research Scholar with the Cornell Research Academy for Development, Law, & Economics (CRADLE) and the Global Institute for Sustainable Prosperity (GISP), and a Community Evangelist for the Freedombox Foundation. He has consulted with eCurrency Mint and the International Telecommunications Union’s Focus Group on Digital Currency, and received a competitive research grant from the Institute for Global Law & Policy at Harvard Law School to conduct research into the macroeconomic implications of mobile money technology in developing countries. Rohan holds a J.D. from Columbia Law School and an L.L.M. from the London School of Economics, and previously was a practicing attorney in New York City.
